Day 1

  • Fraud Types – identifying how a range of fraud offences are committed and the development of cybercrime
  • Review of Fraud Offences –statute, common and case law (judicial precedent); offence terminology; interpretation of expressions; ‘points to prove’; role the Crown Prosecution Service (CPS),
  • Theft Act, Fraud Act, definition of dishonesty, false accounting, mens rea, burden and standard of proof
  • Where Investigations Start - Fraud Investigation Model and initial action on receipt of an allegation
  • Intelligence and the Intelligence Cycle  - how to apply a structured approach to intelligence


Day 2

  • Data Sources – open/closed sources; mandatory/permissive access to data; reliability and validity of data and gateways to data
  • Data Protection – DP principles; DPA; individual rights; offences and data subject requests
  • Data Evaluation – evaluating intelligence using the 3 x 5 x 2 system and government security classifications
  • Human Rights – key human rights explored as defined by the Human Rights Act with special reference to Article 6 and 8; necessary, reasonable and proportionate; Freedom of Information


Day 3

  • Open source intelligence (OSINT); application of Locard’s principle; Investigatory Powers Act; digital footprints; OSINT sources and the Computer Misuse Act
  • Surveillance - Regulation of Investigatory Powers Act; surveillance definitions; authorising surveillance; safeguards to protect privacy; limitations; and CHIS
  • The National Intelligence Model (NIM) – How NIM provides a common approach to intelligence with the UK


Day 4

  • Introduction to Intelligence Analyses – types of analysis available as identified by NIM and Trevi
  • Introduction to Evidence Gathering -  types of evidence; how evidence is secured and presented; admissibility; continuity; forensic considerations; 4 principles of digital evidence; and exhibits
  • Communicating Intelligence – structuring intelligence briefings for investigators
